Applications Invited from NRI Citizens Under Pravasi Bhadrata (PEARL) Pravasi Loan Scheme

The Kudumbashree Mission, in collaboration with the Non-Resident Keralites Affairs (NORKA) Department, has once again stepped up with a commendable initiative aimed at supporting expatriate Malayalees who have returned home due to job losses abroad. Under the revamped Pravasi Bhadrata (PEARL) Pravasi Loan Scheme, applications are now being invited from all Non-Resident Indian (NRI) citizens who have been affected by unemployment during or after the COVID-19 pandemic.

This expanded loan scheme is a continuation of the government’s effort to rehabilitate and reintegrate returnee expatriates into the socio-economic fabric of Kerala. It offers much-needed financial assistance for those who are now seeking to rebuild their lives through entrepreneurship and self-employment.

A Broader and More Inclusive Approach

Initially, the PEARL scheme was launched specifically to assist NRI citizens who had lost their jobs as a direct result of the COVID-19 pandemic. However, under the new agreement between Kudumbashree and NORKA, the eligibility criteria have been broadened. Now, any expatriate who has lost their employment abroad, regardless of whether it was due to COVID-19 or other circumstances, can apply for the scheme. This ensures a wider net of support for those affected by global economic changes, company closures, and other job-related issues.

Interest-Free Loans for Business Ventures

One of the most attractive features of the PEARL scheme is that it offers interest-free loans of up to ₹2 lakh to eligible applicants. These funds are to be used specifically for starting small-scale enterprises, enabling returnees to secure a stable source of income within their own communities.

The move comes at a time when Kerala, like many other states, is witnessing a growing number of returning expatriates who have the experience, skills, and drive to contribute to the local economy but lack the necessary capital to initiate business ventures.

Eligibility Criteria – Empowering Through Kudumbashree

To become a beneficiary of the scheme, applicants must meet a few specific eligibility requirements that align with Kudumbashree’s community-based development model:

  1. Affiliation with Kudumbashree: Only those who are family members of existing Kudumbashree members or part of a youth group formed by Kudumbashree are eligible to apply. This ensures that the scheme stays rooted in Kudumbashree’s established network of self-help groups and community participation.

  2. Minimum Membership Duration: The Kudumbashree member (or group) through which the applicant applies must have been active in the organization for at least six months. This criterion is meant to ensure the credibility and stability of the support structure around the applicant.

These requirements also reflect Kudumbashree’s vision of fostering entrepreneurship through community engagement and mutual support, ensuring that beneficiaries have access not only to financial aid but also to the collective wisdom, training, and encouragement from the Kudumbashree network.

Facilitating Reintegration and Empowerment

Application Process

Applications for the scheme can be submitted through respective Kudumbashree units or via district Kudumbashree Mission offices. Applicants will be required to provide documents proving their return from abroad due to job loss, their Kudumbashree affiliation, and a viable business proposal. A selection and screening process will follow to ensure the viability and seriousness of each application.

The Kudumbashree and NORKA teams will work together to disburse funds, monitor progress, and provide ongoing support to the loan recipients.
